The General Prosecutor’s Office has brought a criminal action against the Siberian Uniform State Examination organising committee “Federal Testing Centre” for abusing their official duties.
It was established after a formal investigation that 23 fancy contracts with Rustest Ltd were signed between 2005 and 2006, according to the official statement by the General Prosecutor’s Office. Under the contract, the firm mentioned above received $445 million from the budget.
The firm failed to fulfil any works specified in the contracts, but FTC had signed the acceptance certificates.
Rustest founder is a relative of FTC director. FTC officials travelled abroad repeatedly between 2005 and 2006: Egypt, the United Arab Emirates, Montenegro, Bulgaria, Malta, Switzerland, Germany, Italy, Spain, Denmark, Norway, Sweden, Lithuania, and Greece – on budget money.
Total damages were $325 million.
