A German effort to adopt a basic set of rights for criminal suspects in the European Union could create tension at this week’s summit meeting.

Justice ministers from the EU countries discussed the issue on Wednesday, with six officials blocking the German proposal. Representatives from Britain, Cyprus, the Czech Republic, Ireland, Malta and Slovakia argued that the plan went too far.

“The EU is about security on the one hand, but freedom and civilian rights on the other and we wanted to strengthen the latter more strongly,” said German Justice Minister Brigitte Zypries.

The German plan would guarantee five basic rights, including the right to a lawyer and interpreter.

The justice ministers did agree on sharing information. For example, when a citizen of one EU country is convicted in another, the home country would have to be notified immediately.
