Prison official who was allowing people to meet with Yorgen Fenech found ‘not criminally liable’

Svetlana Muscat, a prison official who allowed people into her office to meet Yorgen Fenech, the man accused of masterminding the assassination of Daphne Caruana Galizia, has been found not criminally liable and transferred from the Corradino Correctional Facility, MaltaToday reported on Friday.

Muscat, formerly the Correctional Services Agency's Head of Strategy, had been put on forced leave last summer and was interrogated by the police due to an investigation prompted by reports of Muscat allowing people into her office to meet with Fenech.

MaltaToday said that in responding to questions that it had sent to the Ministry for Home Affairs, the spokesperson said that following a police investigation, it was concluded that Muscat is not criminally liable and therefore no criminal proceedings will be initiated.

It continued that sources told MaltaToday that the investigation was led by Assistant Police Commissioner Keith Arnaud, who is also the lead prosecutor in the Daphne murder case.

The spokesperson said that Muscat was deployed away from CSA under the public sector established procedure for inter-entity redeployment, MaltaToday reported. It currently remains unclear as to why she was redeployed by the government with the police having dropped the criminal investigation.

Muscat previously worked for the Labour Party media and also served as a ministerial aide before taking up the job in prison in 2023.
