Speaker rules against PN MP on the obligation of minister to table document

The Speaker of the House ruled against PN MP Ryan Callus who called for a ruling over Minister for Environment Miriam Dalli's refusal to table a document regarding the Water Services Corporation (WSC).

A call for a ruling made by Callus in the regard of Dalli for her refusal to table a document was ultimately not upheld by the speaker. He noted that the parliamentary question was on the subject of the salary of the Brand Manager for WSC Pablo Micallef, with the contested document being linked to the matter.

Making reference to a number of local rulings beginning from 2014, the speaker found that a minister is only obliged to table a document if quotations are made from it during the response to the parliamentary question. Furthermore, he noted that even so, the document is not to be tabled if it is of a confidential nature or of prejudice to the interest of the public.

In view of the fact that Dalli referred to a document and did not quote from it in her response to the parliamentary question, the speaker ruled that she was therefore not obliged to table the document.
