Skills pass required for all hospitality and tourism workers as from January 2026

As per Subsidiary Legislation 409.22, starting January 2026, the Skills Pass will be compulsory for all individuals working within the hospitality and tourism industry across Malta, including Maltese and EU Nationals, the Institute of Tourism Studies said Wednesday.

In order to ensure that all individuals working within this industry have a smooth certification process ahead of the deadline, Maltese and EU Nationals are encouraged to apply as from 1 July using one of the following three options:

Upload a Maltese School Leaving Certificate or an equivalent MQF Level 2 qualification. One can obtain more information on how to get a copy of their School Leaving Certificate by contacting the Ministry of Education's call centre; or, Submit any full MQF Level 2 qualification or higher. In the case of foreign qualifications, or qualifications issued prior to 2013, an MQRIC statement is to be submitted together with a copy of the qualification, or apply for the Skills Pass certification process free of charge and carry out Phase 1, for those without existing qualifications.

The Skills Pass initiative aims to raise professional standards in Malta's hospitality and tourism industry by ensuring that workers possess a minimum level of knowledge and competence.
