Momentum calls for full publication of AUM berthing agreement

Momentum notes the statement by Parliamentary Secretary Glenn Bedingfield claiming that an agreement has been reached between Government and the American University of Malta regarding the berthing issue in Bormla, and that no boat owners will be required to move.

While this assurance may provide temporary relief to boat owners, it raises serious constitutional and governance questions that cannot be ignored, Momentum said Tuesday.

Matthew Agius, executive member of Momentum said, "We are speaking about public land and public waters. Any agreement affecting access, control, or commercial use of these areas must be fully transparent.

Public assets do not belong to a private university, nor to a Parliamentary Secretary. They belong to the people. Any side agreement or reinterpretation of concession terms must be made public and subjected to parliamentary scrutiny."

Momentum insists that the full concession deed and any subsequent amendments be published in full, any new agreement concerning berthing rights be tabled in Parliament, and that the Auditor General reviews whether the original concession terms are being respected.
