The Ministry for Home Affairs is considering introducing on-the-spot fines for all non-resident foreigners in the Maltese islands, including tourists, who commit any illegalities, contraventions, or cause public disturbance.

Minister Byron Camilleri, posted on his Facebook page that the government is contemplating this measure as a way to enforce all visitors to the Maltese islands to act with “decency and respect towards the country and its people” during their stay.

Minister Camilleri shared that examples of contraventions that could incur a fine are littering, causing excessive noise, or disturbing people nearby (including nearby residents).

“At the Home Affairs Ministry, we are working on a proposal where foreigners without residence in Malta – so this includes tourists – who commit any illegalities or contraventions in Malta, e.g., littering, excessive noise, disturbing neighbours, will be obliged to pay a fine on the spot,” he said.

Camilleri stated that this way, the Maltese government will be adding a deterrent, “not for them to leave the country without paying the fine,” but so that all inbound visitors enjoy the Maltese islands with respect towards the native population and local areas themselves.

The Security Minister asked viewers for feedback on what they think about this proposal as the government is still discussing this measure’s potential implementation.

MHRA welcomes proposal

The Malta Hotels and Restaurants Association (MHRA) said it supports the proposal by Home Affairs Minister Byron Camilleri, to introduce on-the-spot fines for short-term visitors without a permanent residency permit who breach Maltese laws.

"This measure reflects a long-standing MHRA recommendation to strengthen enforcement, protect community well-being, and safeguard Malta's reputation. Malta is welcoming, but respect for its laws and residents is non-negotiable. Immediate fines will serve as a clear deterrent and help maintain order and standards."

The MHRA said it remains committed to working with Government to ensure effective and fair implementation.
