Local councils can no longer be considered as an experiment, but a reality that brings democracy closer to the people, said Justice and Home Affairs Minister Tonio Borg.
Speaking at the swearing-in of 140 councillors who were elected in last Saturday’s local council elections, Minister Borg said local councils have a direct effect on citizens’ the quality of life.
He said councillors serve a public function and should carry out their responsibilities according to established rules. He exhorted councillors to abide by their code of ethics.
Minister Borg encouraged councillors to avail themselves of the European funds made available under the 2007-2013 development fund. He also referred to a Lm1 million fund which is administered by the Malta Environment and Planning Authority.
The minister referred also to law enforcement on a local level. He said the system is there to see that citizens abide by the law and not as a means for councils to gain extra cash. Dr Borg spoke about the reforms in the system; the appeals board and the enforcement local committee.
Dr Borg asked councillors to be involved in promoting renewable energy and the protection of flora and fauna.
He also reminded councillors that the electoral campaign is over and that they must cooperate for the good of the community.
