Celebrations have officially commenced to commemorate the 70th anniversary of the founding of Malta's Department of Social Security. This milestone honors seven decades of progress, reinforcement, and support through social measures that have significantly impacted the lives of families across Malta and Gozo.

On Monday morning, a month-long programme of events was announced, designed to place families, pensioners, and the evolving nature of social benefits at the center of the festivities.

While the foundation for social protection in Malta dates back to the 19th century, the system was formally established in 1956 under former Prime Minister Dom Mintoff. Since then, it has transformed from basic schemes into a comprehensive modern framework. Over the years, social protection has been bolstered by the Social Security Act (Chapter 318), which regulates current benefits. The system has continued to evolve over the decades, introducing key measures such as widows' pensions and various other allowances.

Minister for Social Policy and Children's Rights Michael Falzon stated that these celebrations represent years of social will, which have reached new heights over the last 13 years. He emphasised a commitment to solidarity and social justice, citing continuous increases in pensions, Children's Allowance, the In-work Benefit, and Supplementary Assistance. He noted that over 50 social measures were implemented this year alone, reaffirming the government's commitment to supporting those most in need.

Investment in pensions and social benefits reached an all-time high in 2025. Approximately €1.62 billion was paid out to contributory and non-contributory beneficiaries, representing 21% of the government's total recurrent expenditure for the year. This figure is double the amount of benefits paid out in 2013.

Permanent Secretary Mark Musu described the anniversary as a national achievement that the public should view with pride. He suggested that Malta possesses one of the strongest social hearts in Europe, consistently providing support to the vulnerable and opening new horizons to ensure everyone has the opportunity to improve their quality of life.
