During the second and final day of the EU Speakers' Conference being held in Copenhagen, Denmark, as the final event of the inter-parliamentary dimension of the Danish Presidency of the Council of the European Union, the Speaker of the Maltese House of Representatives. Hon. Anġlu Farrugia, spoke during the session discussing how parliaments can ensure continuity and security in times of hybrid threats.

Following a number of keynote addresses, Speaker Farrugia referred to the European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE) and its mission to enhance the security of its Participating States, the European Union, and NATO by providing expertise, training and networks to counter hybrid threats.

He added that Malta has been active in this organisation since its accession in 2022, which Malta - and the Maltese Parliament - sees as necessary to complement strong policy initiatives in this field to ensure continuity and security in such times. In his intervention, the Speaker questioned what impact the withdrawal of key members from the Hybrid CoE would have on the organisation, in light of growing threats arising in the EU's neighbourhood.

The panel leading the session acknowledged this, however it was argued that the Hybrid CoE brings together many other member states and its success does not depend on any one member.

The 2026 EUSC came to a close with the unanimous adoption of the Presidency Conclusion, and the Conference will convene next in Dublin in Spring 2027.
